In the fifth-season episode “I, Borg”, the Enterprise crew rescues a solitary Borg who is given the name “Hugh” by Chief Engineer Geordi La Forge. The crew faces the moral decision of whether or not to use Hugh (who begins to develop a sense of independence as a result of a severed link to the collective consciousness of the Borg) as an apocalyptic means of delivering a devastating computer virus that would theoretically destroy the Borg, or to humanely allow him to return to the Borg with his individuality intact.
In the canon universe the virus was not used. In ours the virus was used and was very effective. All Borg in the link were killed and Borg cubes are now great salvage opportunities for explorers. In remote areas of the galaxy, Borg cybernetics are being studied and many new cyber technologies are being discovered and used. In the Federation the use of cybernetics requires a license that is very difficult to get. If caught with unlicensed cyberware, the cybernetics are forcibly removed and the user is sent to a penal colony for life.
